How do I hide avatars who are on my parcel from the other parcels?

Right-click on the parcel and choose About Land.
Click the OPTIONS tab.
De-select the Avatars on other parcels can see and chat with avatars on this parcel checkbox.
(By default, this checkbox is selected.)
