Max avatars on a full sim is 100 - the exception is that if an avatar has a premium account they can enter onto a sim with up to a total of 110

If you are renting a parcel on a sim then you are only allowed the number of avatars that matches with the size of your parcel.

Example:

1/4 full sim would mean you can only have up to 25 people at a time

1/4 homestead sim would mean you can only have up to 5 people at a time
